The National Electric Power Regulatory Authority (NEPRA) has approved salary increases and performance-based incentives for employees of the Central Power Purchasing Agency Guarantee Limited (CPPA-G).

NEPRA increased the salaries of the CPPA-G employees as part of its market operation fee determination for the 2025-26 financial year.

Under the decision, CPPA-G employees will receive a 4.49% salary increase to account for inflation, along with a 6% performance-based increment, taking the total approved increase to 10.49%.

NEPRA approved a salary budget of Rs1.58bn for the agency’s employees and allocated an additional Rs249m for incentives.

However, the regulator reduced the company’s proposed bonus allocation. While CPPA-G had sought Rs199m for bonuses, NEPRA approved Rs55.6m, equivalent to one month’s basic salary for eligible employees.

The regulator also approved the recruitment of 26 new employees with a budget of Rs109.7m. It said any further hiring would require separate approval.

Several proposed expenditures were either reduced or rejected as part of the regulator’s review. An Rs85m budget for staff training was approved, but requests to hire recruitment firms, consultants and compensation survey specialists were turned down.

NEPRA also cut the proposed administrative budget from Rs316m to Rs271.1m, reducing allocations for communication, audit fees and insurance. Spending on information technology services and vehicle maintenance was also lowered from Rs241m to Rs137m.

In its decision, the regulator said it had carefully reviewed the company’s proposed budget in view of the financial challenges facing Pakistan’s power sector.

It added that while some employee-related expenses were justified, overall spending should remain prudent to avoid placing an additional financial burden on electricity consumers.
