The Ministry of Religious Affairs issued an official notification introducing new rules for the Umrah system on Wednesday.
According to the notification, only companies verified by the Ministry of Religious Affairs will be allowed to provide Umrah services.
Under the Hajj and Umrah Act 2024, Umrah arrangements now come under the ministry’s authority.
The ministry has also formed an Umrah Policy Committee to prepare the new Umrah policy. The committee will be headed by the Additional Secretary of the Ministry of Religious Affairs.
Representatives from the ministries of Interior, Foreign Affairs, Law, and the Cabinet Division are also members of the committee.
The ministry said the list of verified Umrah companies will be available on its official website. Pilgrims have been advised to book their Umrah only through these approved operators.
It also warned that people who book through unregistered companies will do so at their own risk. The ministry will only handle complaints against verified Umrah companies.
The Ministry of Religious Affairs has also directed pilgrims to make Umrah package payments through banking channels. Pilgrims have been advised to keep their payment receipts, agreements, and other documents safe.
According to the ministry, the new rules are aimed at improving transparency, accountability, and the protection of pilgrims’ rights while discouraging illegal and unregistered Umrah operators.
Saudi Arabia Umrah visas for new season
Previously, Saudi Arabia officially started issuing Umrah visas for the new Umrah season, which began on Dhul Hijjah 14 (May 31).
The announcement came after the completion of this year’s Hajj season as preparations began for the 1448 AH Umrah season.
According to the Saudi Ministry of Hajj and Umrah, pilgrims have been able to enter Makkah and obtain their Umrah permits through the Nusuk app since June 1.
The ministry also announced that Umrah visas will continue to be issued until Shawwal 1, 1448 AH, which falls on March 9, 2027.
